Catering for the elderly help

My mother who is 83 lives on her own and recently had her cooker "condemned" by the housing association and was left for 2 weeks without any means of cooking until I could get a new one delivered.
Where my mother lives there is no service at all that delivers meals of any kind or even sandwiches and I was wondering how easy it would be to set up some sort of catering service for the elderly, not necessarily hot food but to deliver or make sandwiches, salads, make tea, etc.
I'm not looking to make a lot of money but to help the elderly, housebound people living in my mother's neighbourhood of which there must be a considerable number. Are there any laws, etc., that I should be aware of?
Any help would be appreciated.

Loads I would imagine, ranging from Health and Safety to having a CRB check. I'm quite sure you are honest as the day but if someone was coming into my mother's house regularly I'd like to check up on them if you see what I mean.0

I take your point but where do you find out these things. We have to rely on helpers coming in to assist my mother with her tablets and although they were referred by social services to my knowledge they're not CRB checked.
Maybe someone else could assist on this one do you have to be CRB checked to work with the elderly. It wouldn't be a problem but it would be interesting to know?0 -
My elderly father lives on his own and has his meals supplied by

(his local surgery are now recommending this company to all their elderly patients.)
They come ready frozen in a microwaveable/oven friendly plastic tray; the driver puts them in the freezer for Dad; he writes out a cheque, and he's got 2 weeks worth of dinners ready in his freezer. Then he orders the next lot over the phone the following week.
Would this service help your mother? As I can fully recommend them, having eaten quite a few of these dinners when visiting my father0
