Stirling Park problem

We currently rent out a property and have done so for over 2 years.

First tenant we ever had in was the tenant from hell, didnt pay rent, utilities etc... took us an age to get her out. Anyway, the tenants since them have been brilliant, couldnt ask for better.

Yesterday, we got a letter from Stirling Park (sherrif officers) claiming that we owe them over 1,000 in unpaid council tax from when the first tenant was resident in our property. This was the first we`ve ever heard of it.

When she moved into the property, we notified the council of the change of tenancy and filled out the forms confirming who was liable for council tax. Turns out she`s never paid a penny of council tax which shouldnt have surprised us to be honest, but because we`d filled out forms etc. we were under the impression we werent liable.

Stirling Park are proving to be a nightmare !!! Numerous phone calls and e-mails later, they`re maintaining that we`re still liable for this account as the council havent told them any different. I have this morning phoned the council again and asked for copies of all outstanding bills from when this tenant was resident and also photocopied the tenancy agreement from,

However S/Park are only willing to wait 7 days until they commence legal action against us for this account. I offered to pay them £1 a week until the matter was resolved (going by the councils records, I reckoned it could take 4-5 weeks) so thought I`d only be like £5 out of pocket, but they have said, nope, thats not enough. I`ve already sent them the first £1 anyway.

Does anyone have any advice on what we should do next ? Have we gone about this the right way ?
