Help the bailiffs came & I need to get my money back!!

I received a letter from the bailiffs last Monday 21/9/09 telling me I owed them £167 for a penalty charge notice I never received. I went through the appropriate channels, called hounslow council to find out what it was for and found out the letters had been sent to my previous address.
I then got an out of time witness statement typed it out and it was all ready to send it with a copy of my log book on the 24th. I woke up at 10am (4 days after the letter arrived) to the buzzer ringing and listened to a message on my phone. It was a bailiff telling me he'd clamped my car and if I want it back I had to call him. I called him immediately and he came back to the house. I showed him the forms that I was going to send off to the council and he dismissed them and told me if I didn't pay £578.33 in the next 15 minutes then he would tow my car away. I work in tv and work shift hours so couldn't be without my car plus he said every day it would go up by an extra £150 & if I didn't pay and he would sell my car at auction.
Due to the postal strike my letter from the bailiffs was two weeks late and I felt I had no time to do anything. The bailiff also told me he wasn't coming for my car but was in the area and the van had picked up my car & address on the radar on the top of their van.
I feel totally cheated, he had me over a barrel and surely this can't be legal? They didn't even give me a week to sort anything out or pay up! I only had 4 days..
