CCCS... and the other CCCS?

I've just found entirely by accident what appears to be a quite cynical attempt to exploit people who fall into difficulties meeting their credit obligations.
Whilst searching for CCCS to put the URL in a reply to another topic I found the first sponsored link was c-c-c-s.com. Not Consumer Credit Counselling Service but Credit Card Consolidation Services!! They claim to offer free advice but give the impression of a Debt Management Company. I would imagine a lot of people who are under the stresses of struggling to meet payments and decide to turn (or are referred to) CCCS will also find this company offing 'free advice' and completely blindly walk into an agreement whereby they are paying for a 'service' rather than 'advice' without even realising they're not dealing with the Consumer Credit Counselling Service!
Does anybody know any more about this?
I've also searched CAB, the sponsored result says "Citizen Advice - Debt" but the URL is not so cynically chosen.
