I suspect that's as it's a new company the manager doesn't have a clue how to do things.

He is right and wrong at the same time. He is right in saying you are paying the correct tax (but only while you are on a week 1 code). If you are on a cumulative code, then you may be paying the wrong amount of tax. He is wrong in saying you are paying a flat rate of tax. There is no basic amount of tax that everyone pays. Everyone's taxes are individual, the amount of tax you pay wont always be the same as someone else even if you are paid the same as your circumstances differ from others and your tax code might be different.
You can contact HMRC and try to get some info out of them. You can ask them if they have put you onto a week 1 code and if they can put you onto a cumulative code. Personally, I would wait until your employer gets the payroll system up and running before doing anything, but only as long as they do set up the payroll system as promissed.0 -
and yes im told that does include national insurance. also ive been told until the company payroll system sets up i will not be getting a wage slip..is this not illegal?
Maybe - but it could be argued you are being paid on account (ie given advances of pay) until the payroll system is set up and that a formal payment/payslip will be issued then0 -
