Backdated assessment

The csa are doing a backdated assessment on me from May 2005.They have all wage slips and housing costs from myself for this period.
The problem i have is they wont take my travel costs into account.They say this is because i didnt tell them about these costs in May 2005.I would of told them had they carried out the assessment when asked in 2005.But because this is 3 years late i,m not allowed too!?
How can this be? Please could anyone help in this matter.I also would of asked them to look at my case again later in that year because the assessment includes alot of over time and not a true reading of my wages.Does this mean i wont be able to get this looked at because it was in the past??

You need to ask them to look again at the assessment, and ask they send a 'refuse to revise' letter if they are not going to change it. That gives you appeal rights. You would appeal asking for your housing costs to be take into account AND to notify any other changes that you would have told them about after the 2005 date, i.e. if the assessment was based on x income in 2005, but in 2007 you had a change, you would have told the CSA that in 2007.
The Appeals Unit is separate, and has more scope to make decisions on things like this.0 -
The assessment allows for travel to work costs and actually asks on the form whether you have them. If you did not mention them then it is indeed too late.0

If i didnt not mention the costs when Kelloggs? This assessment is being carried out 3 years to late because of a CSA balls up.If asked about it 3 years ago i would of giving them the infomation,just like i am doing now.This is the bit i'm struggling to understand.

How can the CSA do this? I've always believed that when reassessments are carried out, it's from the date on the letter they send out informing the NRP of the reassessment & requesting information.
