Parking Enforcement Officer not wearing a hat, is the parking ticket valid?

hello all, A Parking Enforcement officer was loking at park cars today. I notice he was not wearing a hat. Is a ticket valid under the Road traffic Act if the PEO is not wearing full uniform? Also, can members of the public complain if these PEO are not wearing full uniform while carrying out there duties or is this not really important?

Lastly, can car drivers with photographic evidence use this to challenge a ticket?

DfT Operational guidancehttp://www.dft.gov.uk/adobepdf/165240/244921/287508/468279/parkingenforcepolicy.pdf covers the issue in ch 8; para 8.4.

My personal view is that as long as the requirements mentioned were there, there is no case against the LA concerned, I trust you, yourself, were not committing any offence, I have strong views on those, who attempt to evade lawful penalties on dubious technical grounds.
  • I was hoping for a swift quick answter, than than wading through the entire traffic act. No I was not breaking any of the zillion parking rules in place, although i dont think thats really relavant, I mean, we get onto another subject relating to money making and Local Authorities

I'm glad you are law abiding. :) As to relevance we will agree to differ. However money making by LAs in the context of parking infringements, can only be achieved by peoples' ignoring the rules.

Lets not go down that path, I dont want to open a debate here. I did however trawl through the endless rubbish on PEO and found the information. Read it and still unclear, so putting this topic to bed

This seems a ludicrous subject? Surely it's not real!

The ticket chappies round here drive around on moped with a normal black coat and motorbike helmet.

Should they have a parking enforcement hat strapped to the top of their helmets?

its not "ludicrous" BigDave, anymore than parking enforcement officers issuing tickets here for cars not parked 30cms from the curb, or a wheel slightly touching the pavement. The Parking enforcement officers here push the max rules to secure there ticket quotas. From what I understand Parking enforcement officers are meant to be in FULL uniform. From the readings, it lookslike one cant appeal a ticket on the bases of a missing hat, but it would help

I would never refer to PEO as "chappies" there nasty, money grabbing lowlifes.

if a PEO wears a CRASH HELMET, it is impossible to wear an official hat

Did you ask if he was wearing clean underwear...?
Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..
  • i would let people like you do that
