DMP - expenditure guidance figures

Does anyone have any info on how expenditure guidelines are worked out, please? For example how much is acceptable under 'clothing and footwear' for a single person with 1 dependent?
At the bottom of my CCCS DMP budget sheet or 'Client Expenditure Summary' it says "this budget is prepared in accordance with the BBA/MAT expenditure guidance'. I've Googled this but without much success. Can anyone help?

Those are the "trigger figures" agreed by the British Bankers Association and the Money Advice Trust.
The figures are only available under license to qualifying professional debt advisors/organisations.
