Quick one, what is a creditors notice

Firstly, it aint me 
The gf has just opened mail addressed to a "Ms X" ie thought it was her, but it was actually for her mother.
Ive searched on her and on google and ask, but none can answer the simple question of what is a "creditors notice"
Can Anyone help?
