Bailiff fees clarification

Hi.

I need clarification on what bailiffs can charge before I submit a Form4 compaint.

Due to the complete incompetence of the local authority parking debts (for 16 pcns) added upto £2180. One of the issues was correspondence was being sent to a previous address. This previous address was also where the bailiffs claimed they visited TWICE before the third visit where the warrants where executed.

Despite various attempts the bailiffs (Newlyns) have refused to provide a full and detailed SAR. They wont provide details of bailiffs names and the name on the reciept is not readable. They also wouldnt provide proof of visits. As for fees charged. All I got was a fancy typed word document. Furthermore the local authority refuses to acknowledge there responsibility.

To cut a long story short they have charged for EACH pcn the folowing. A letter fee. Three visit fees and a enforcement fee. The totals where therefore as this.
Bal of Council Debt - £2180 - four 16 pcns
Bal of Newlyn Fees - £3172 - ltr fee 3 visit fees and enforcement fees for each pcn.
Bal of VAT - £555.28
Total paid £5908.11

As far as Iam aware they cannot multiple charge. Is that correct?
As I dont have a bailiff name to what court do I send a Form to?
I am also aware that the local authority are ultimately responsible for this. FYI - since the executions the local authority have refunded the pcn fees for 12 citing technical error and absolving themselves of all responsibility

So.......what do I do? Fill out a Form 4? Sue the local authority as they are responsible? Or do I chase both?

    Please send a pm to Herbie21 who is the bailiff expert. I know she dealt with a PCN case recently where the letters had gone to the wrong address and the OP had not been given the opportunity to pay the PCN before the bailiffs came - I think they clamped his car. She sorted it out and he was able to pay the basic PCN debt off.
