I have searched and couldn't find this. It doesn't say it is for Ireland only just that it is 1 entry per unique email adress.

Terms and conditions:

1. The closing date for competition entry is Wednesday, 30th September 2009.
2. The prize consists of a Dell Inspiron Mini 10v laptop worth €299.
3. The winner will be notified by email or telephone.
4. Only one entry is allowed per unique email address. Multiple entries will not be accepted.
5. Incomplete, illegible or late entries will not be accepted. No responsibility will be accepted for entries lost or delayed in the course of transmission.
6. Employees of Ireland.com and their families, and any third party included in this promotion are not eligible to enter this competition.
7. The prize is non-transferable and cannot be redeemed for cash or any other equivalent.
8. Ireland.com reserves the right to substitute the prize for one of an equivalent or greater value to that specified, should any part of the prize become unavailable.
9. The winning entry will be selected in a random draw from all newsletter sign-ups in September. The judge's decision is final and no correspondence or communication will be entered into.

I did have a look but it does not state you have to live in ireland
