What address was the contact address that the bank had? I don't know if they hold more than one address for an account, but that may be why they haven't contacted you.
What was on your credit file?
Did they issue a default? If so, had they actually sent out a default notice?
How do you know you are being referred to DCA's? Did they get in touch with you?
Is it the bank's own inhouse DCA?
It might be worth writing a letter of complaint to the bank.
I'm not sure what their legal obligation is in these circumstances, but if they had your contact details, they should have been informing you of adverse activity on the account i would have thought. After falling off the gambling wagon (twice): £33,600 (24,000+ 9,600) - Original CC Debt: £7,885.91

Have Halifax stated why they won't talk to you? Are you no longer on the loan agreement either? After falling off the gambling wagon (twice): £33,600 (24,000+ 9,600) - Original CC Debt: £7,885.91

Was this a secured or unsecured loan?If you've have not made a mistake, you've made nothing0

Good.
I assume that was after April 2007?
Do you have the default letter for this account? Or was that sent to the old address?
Either way, slap a Subject Access request into to the DCA, demanding all the documentation relating to this loan. That should unearth the original CCA with both signatures and the default letter. If you've have not made a mistake, you've made nothing0 -
