Trying to Help my dad.

Hello Folks,
I was wondering if anybody could offer me any advice.
My dad is currently living in a charity provided accommodation (Rent aid) , he is claiming doll money as he is unemployed due to redundancy, he has debts totaling to well over £14k now, he basically has no assets (No car, no savings,).
For some reason the Debt collection agencies have MY address and are constantly hounding me morning noon and night (telephone calls late at night, or at 6am in the morning !!) also had letters threatening that My house will be blacklisted ...... (I don't buy into this scare mongering bulling tactics). My dad was not a paying tenant at my house, he was a house guest for a few weeks (as he was basically homeless), also these debts were when he took out loans at his old address).
So Im quiet certain they have absolutely nothing over me or my property.
My question is - How can he go bankrupt if he has nothing ? (no way could he afford to pay for it, he gets very little money each week to live off)
Im absolutely amazed that they make you Pay to go bankrupt !!
I realize that there are of course costs involved in this sort of thing, but do they honestly expect someone who is about to go bankrupt to whip out a few hundred bob they have in their wallet to pay all these costs !?!
What sort of resources are there available to help with this type of thing ?

Yes you have to pay to go bankrupt. He could try contacting the CAB.0

I think there might be grants available in some instances but your best bet is to head over to the bankruptcy board for some info and help
