Can they enforce a DEO?

Hi,
My husbands' case has gone clerical
He has been told that because of this they can only take payments via a DEO. He has no arrears and has always complied. He has paid via standing order for a couple of years now. His firm charges £1 per week administration costs for the DEO, costing him an extra £52 per year.
Is DEO compulsory when a case is clerical?
Thanks for any help!

If it is not as an act of enforcment then they should not go to a DEO, ask you MP to have a go at them.0
