Advice needed please - RBS won't freeze charges

I have been in touch with my banks and building societies and replies are coming in.
The Royal Bank of Scotland (I owe approx £1200) have told be that as my payment offered is more than the 2.25% minimum payment, they are unable to freeze my charges/interest. Can anyone suggest an approach that might change their mind?
would be grateful for any advice at all as am new at all this.

I dont really know what to suggest but i am sure someone will be along with some advice soon.
