can a 'father' deny parternity if he's on the birth certificate?

He is named on the birth cert so this would also allow them to assume parentage.0

General comment. Yes the CSA will allow you a DNA test if you can show at the time of the MAF good cause as to why you dont think you are the father. If you have a live case you will need to go to court Section 55 Family Law Reform Act however you can involve the Commission in the proceedings
In this case I agree with the above I suspect it him trying to get out of paying. Are the courts aware he is trying this tac ?0 -

Yes even if named on the birth cert if at the time the original MEF is made and the father can give good cause the commission will investigate and if there is any truth in there explination (i.e third person springs to mind) they will allow a DNA test.0
