Barclays Reserve Fee - and Settlement Figures

Hi All,
I had an overdraft with Barclays for £1500 until a year or so ago... they changed their terms on the overdraft, making it a £1000 overdraft with a £500 reserve. If I dip into the reserve, they charge me £22.
My question is... is this £22 an "unfair charge" the same as returned direct debits etc?
At the moment I'm on a DMP with CCCS ... the overdraft is listed as one of the debts. Barclays, however, continue to charge me £22 each month.
My other question is in relation to a tax rebate that I'm expecting soon... the rebate would be enough to repay about 16% of my total debt... is it possible to use it to settle one of my CC debts or my loan, though? If I get £6000, would I be able to settle a £10k CC? CCCS say that they have to treat all debts equally - I can understand this but, equally, the chance of me getting enough for a settlement that would cover all my debts is unlikely at the moment...
Can anyone give an idea what sort of figures you need to look at to negotiate settlements, by the way? Eg. if I have £38,000 of debts, but got a £20,000 bonus, would that be enough to consider settlement..?
