Time barred because policy taken out before 1988 FSA Act

I have been told by a broker that he will not investigate my complaint because I took the policy out 13 months prior to the April 1988 FSA Act. Is he right?

    Yes, unfortunately.Unless the policy was sold by a big insurer which will look at the matter on a voluntary basis, you basically are at a dead end because your sale was not covered by the law. It's not a timebar matter.
    Trying to keep it simple...;)
