Welcome Finance Secured Loan

I wonder if somebody maybe able to give me some advice. In 2006 my Dad was at the point of having his home reposessed following a redundancy. He had a mortgage and a secured loan which was with Welcome finance.
I managed to sell his flat and both the mortgage co and Welcome Finance were willing to wait a few weeks for their money.
The problem was there was not enough to clear the secured loan completely I contacted them and was told by the branch that they would most likely write off the remaining debt as at least this way they would get some money and if it went to repo they would recover nothing. This was all done via emails and the solicitor recieved all the relivant documents from Welcome to remove the charge from the property so that the flat could be sold.
We heard nothing from Welcome at all and I must admit after a while i totally forgot about it and assumed that i there was any issues they would have contacted my Dad.
But last month Dad recieved a compliments slip through his door from Welcome asking Dad to contact them which he did and they could not trace any of his details, up until now there has been a further 4 visits finally they caught Dad and tol him they did not write off the debt and with no payment and interest they want £17,000.
I am livid firstly as there has been NO written contact from them at all and they did have contact details for Dad they were given them by the solicitor at the time of the sale. Then they just start stalking my Dad and I find out charging him £25 per visit.
I do not know now where Dad stands? He is not very well and gets very confused. He earns less than £1000 per month and has no savings he has no hope in hell of repaying this debt.The charge was removed from the property by welcome, now I feel we should have let the repo go through as they would have got nothing and couldn't have chased the debt.
I have contacted Welcome and asked them what their long term goal is and why they have never contacted my Dad andI am awaiting a response.
Can anyone give me some advice?

    Even if they had repo'd the house they could still have chased for any outstanding debt, would probably have been more as they would have sold cheaply.
