Where to get a small loan?

I wonder if anyone could solve the following puzzler?
I have a poor credit history and have just started a debt management plan to pay off my credit.I had a secured car loan which i gave the car back voluntary to help pay off the balance.having contacted them to find out how to settle the balance, i found out that they passed the account to a collection agency.The balance was £4400, but the collection agency only want £2750 which can be paid in instalments.
But, they are willing to accept £1000 as a final settlement to clear the account, but this cannot be paid in instalments.
My wife has a credit score of 970ish which is excellent, but a missed payment in the last year.She has yearly earnings of roughly £16000 but an outstanding balance on a credit card of £12000 (not behind on payments).
We want a loan to pay the collection company of £1000 but are worried about being refused and affecting her credit file by being refused.(we can afford the monthly payments over 2 years easily)
sainsburys offer the lowest at 13.7% but it says they dont like missed payments, so we are unsure whether to apply or not?
has anyone got any advice on what are best option is.As it would be good to pay this £1000 and clear the car loan account.
