Where to start business or personal loan

Hi I am setting up a small preschool and am afraid to talk to the banks! I have been a childminder for the last 2 1/2 years and my income is very low. I do not know if I should approach banks for a £12,000 business loan. The alternative would be for my husband (as I presume I would not be a good candidate with low income) to borrow the money as a personal loan and then to repay him? I have looked on the grant sites and cannot find nothing, although I may be eligble for a small grant from the council. As I am already self employed I have used my startup previously. I presume if I got turned down for a business loan, applying for a personal loan in the same household may look a little suspect. Any advice would be great.
