Arrears When on Benefit.

Hi There!
I've just has my daughter's child support assessed by the CSA.
As the NRP is in receipt of benefits, there is just the £5 per week, which is what I expected.
There still isn't an active date from when the payments will start, but there is an effective date, from when payments will be backdated to.
When I queried the arrears, I was told they would only be repaid, if the NRP started to work. After 15 years on the benefit, I don't think they will come off it willingly, and I would be the last person to find out if they were working.
I thought if the NRP was on benefits, in this case Incapacity Benefit and DLA, that the arrears would be paid at £1 per week.
CSA have said that not all benefit depts can collect the arrears??
Does anyone have any advice on this?
I know £1 will not make any difference to my daughter, a can of pop and a packet of crisps, but it's the principle when a person has gone out of their way to avoid responsibility.

Endemic of the system unfortunately - I know 2 guys that gave up work when their CSA was recalculated as it was no longer worth it financially. Then everyone loses - the Dad's, the Mum's, the kids, the taxpayer and the economy generally...0

I can understand it when some NRP's seem to be sinking with the payments.
And, I will freely admit, I do not understand the system.
My NRP has never worked as long as we were together, and until the system changes, has no intention of. That's not my problem anymore.
My daughter only became entitled to any support with the more recent changes, and I think it's right that even if someone is receiving benefits, that they make a contribution towards their children.
I know my arrears are not much on the scale of things, but when my NRP made a song and dance about the CSA, then moved several times and went into hiding, it makes me a little more resolute
