Does everyone have to enter into one of these? If not, why do some and not others?

No not everyone gets a IPA. It is based on surplus income over £99 a month after all living costs are taken away. If you mean housekeeping it is normally around the £180-£200 per adult mark. OR's do differ but if you work on a national average you should be ok.

yes housekeeping which I assume means food/claning/toiletries and other essential expenses such as gas/elec, water, insurances, telephone?0
