Endowment Surrender

I have had a small endowment policy running for the last 18 years. It is due to complete in 9 years time and is predicted to under perform quite drastically. My question is simple; should I let the policy run to maturation or surrender now and invest the proceeds (circa £10K) elsewhere. Grateful for any advice.
