Burning Cd's - Computer Advice

I am about to invest in a Mesh Matrix computer - mainly for burning Cd's, downloading from the web and potentially doing the same for DVd's.
I am little confushed on the spec of the following spec?
SONY 16x Dual Layer DVD-RW (R/W all standard formats)* expect DVD-ram
What does this jarjon mean?
Do you upgrade to the 52*
Will this cover my needs?
Hopefully somebody can help - I am not the sharpest pencil in the box on computers.

it will write to dvd's at 16x speed,but will probably write to cd's at at least 32x if not48x0

if that should be ..........except DVD Ram, it cant write DVD Ram discs.I think most cant. DVD Ram is a special Ram disc format.My OH has a DVD Ram drive on his Mac which can read DVD and CD and can write DVDRam but no other DVD's .
My DVDRom drive reads at 12,so 16 should be okay.
Dual layer means it can get twice as much stuff on it as single layer if you use the right DVD's.Mine is single layer and burns 4.7gb to a DVD (About 3 hours of film)0 -
