Cleaning black mortar

The house next to ours has recently been sold and the new owner are completely guttering the place. They knocked down all the walls to get rid of all the black mortar and ripped out all the floor upstairs. We got a hole the size of a football open from their attic into ours and the dust has blown in covering all our items in the attic in a thick layer of black mortar.
Right now I feel like crying....
Not everything in our attic was properly covered or in boxes... I also have New Music Express magazines up there from the early 1970 which was worth a bit of money that I can guarantee are in mint condition any longer.
I got to clean it up some how I just don't know where to start.
Sorry about the rant....just needed to get it out of my chest. :(
