PWC earns double NRP's income.

Does the fact that my ex wife (the PWC) earns £80k and I earn £36k make any difference???

no CSA is based on a % of NRP income irrespective what the PWC earns (on CSA2)0

Could you suggest to the PWC a private agreement? She obviously doesn't need the money for the child, perhaps a savings account which can't be touched or something? Would she be open to less of a contribution based on her income?0

It makes no difference what so ever on csa2. Regardless of her earnings NRPs should still pay towards their child... and that comes from me as a(until recently) NRPP (whos ex earns more than the NRP) and a PWC who earns more than my ex! So i can see from both sides of the fence so to speak.
To say the NRP doesnt need the money is a sweeping statement - we do not know the circumstances they may have a huge mortgage or 10 kids to keep. Although obviously if this NRP in question was a MSE'er they would be rolling in it

on neither, i'm have a private agreement that is over what CSA calculator says i should pay so wondering if to instigate proceeding thru CSA when private agreement reaches 12 months old in a few weeks0

there is a lot of painful experiences with the CSA. Is it possible you could discuss with your ex what the CSA calculator states your should be paying and get a private agreement to pay that - worst case is one of you goes to CSA and it will be assessed at that figure anyway0
