Buying council flat

My Grandad has recently passed away leaving my Nan in a 2 bedroom flat. When my Grandad was still around we discussed the possibility of me buying the flat (using their council discount). However, things started to get a bit complicated and we stopped looking into it. Does anyone know what I would need to do (or what my Nan would need to do). She has lived in the flat for about 16 years and lived in a council house for about 20 years before that. She has a fair bit stashed away but doesn't have a clue about anything financial (certainly mortgage wise). Hope someone can help.

    Depends, we were going to buy my wife's grandmum's flat for her etc etc, but in Northern Ireland, the rules changed about discounts. She was renting for 46 years and the 2 bed flat with "new" discount was £28k. Her daughter (my mother in law) bought her 3 bedroom house before th rules changed for £13k after discount.

    A quick google for right to buy I found this

    Max discount is now £38K.

    You would not be able to buy and get the right to buy discount as that is only for your nan and not you. If that was the case everyone would be buying under the right to buy scheme. All the deeds and mortgage would be in her name and you can't transfer or sell for three years I believe.

    One thing to think about because it is a flat. If there is any work that needs doing e.g new roof your nan would be liable to pay towards it. As would any private tennants who reside in a council block. Also there will be service charges for maintance and ground rent.
