mortgage arrangement fee

Please can anyone give me some advice on this matter:
In march I decided to apply for a mortgage with the abbey on a 50% ownership property with the local housing association. I did this through a mortgage advisor.
9 weeks (during this time they lost the paperwork and the broker had to re send this again) and numerous phone calls later the abbey valued the property £20k under the asking price.
5 weeks and many more phone calls the housing association said they could not accept the offer as all the other new build properties on the same estate are being valued at the market price. They told me to send in proof of the £995 mortgage arrangement fee and would look at refunding it.
4 more weeks later the housing association say that they will not refund the fee unless we go through another mortgage application with a different bank.
This is alot of money for me and I would like to know if I am entitled to a refund from the housing association or the abbey as this property was obviously undervalued.
I would be grateful for any advice.

I don't think you are entitled for a refund from the Abbey.Ask the housing association if they will refund both your fees if you decided to go ahead with another application and the second valuation was essentially the same as the first.0
