Help! Advice urgently needed...

I am writing this on behalf of a friend who does not live close. He is not computer literate and is a bit simple to be blunt, however he has wracked up debts of £32000 and can no longer pay them.
His incomings amount to £1000 per month (part time work and benefits) - he has spoken to Payplan about a DMP and they said £400, which he cannot afford. Citizens advice have not been great so I can gather
He has spoken to various companies on the TV and they said they can help but i have advised him that they are no better than Payplan.
Where can he go for some solid help? He really wants either a DMP or IVA/Bankruptcy but I am not there to help with the calls and he is not able to make the decision clearly.
imagine a 5 year old with this issue and it is close to how it is
all advice will be taken with the usual precaution - i appreciate that you'd need far more facts than this but gut feelings and your experiences are what i am after
