And that is the point, i understand why you say what you do in the rest of your post, and if you can raise it, it is the best way to bring it to an end.

But not every BR may be able to find the funds, and that is where it is so very wrong

In your case it is a small (ish, but no doubt hard) price too pay, but no matter how you look at it, it is an abuse of the IS's power.

And that is the point, they use situations like this to abusethere position so they can cover, or at least re-coupe some of there costs.

That is wrong, and has to change, the IS must have no financial interest to be impartial, but they do not, that’s why the system does not work, or should that be is not fair, or consistent in each case

And it has to stop!!!
