How about a crown cut out of a cereal packet and covered with tin foil? Maybe a dark red curtain as a cloak?0

Make a crown out of cardboard covered in tinfoil and decorate with sweety wrapper 'jewels'
Make a cape out of an old bedsheet or as i have done, use a ladies patterned skirt to the right pattern, you can drape it round the youngsters neck, and a couple of badges and some coloured wool/lace between the two to make it look more regal.
Make a "mayors" style neck piece out of tinfoil covered squares of cardboard with a pattern drawn on to it.
All i can think of for now, i hand make childrens fancy dress costumes on comission to sell so these are just a few points i have given people in the past when they have decided not to take a piece frm me (usually they cant afford it, not that im expensive)0
