Please can anybody help me with this problem
can I claim back Letter Charges , Late Payment Surcharges on my loan

Probably!
If they are penalty charges rather than reasonable costs incurred then the same rules apply as for bank and credit card penalty charges.
However be warned you'll probably have to fight them for it, and be willing to take it as far as the small claims courts if needs be.
