you should be able to reset your ip addy, if i flick my router off for a few mins mine changes ;-) on cable though u have to change it manually i think, still easy tho :d

I've still had majors when its running really slow and so has a few others so I dont think it can block your ip address.

im with sky for my broadband, if you switch of the router for 30 seconds and then switch it back on again it resets your ip address.

then reset your cookies (CNTL SHIFT DELETE)
