I've bought "scratched" Dell units, but when Dell sold through eBay - all products in great condition, not found the scratches yet!! Bought a XPS mediacenter and a entry level laptop.

I also bought through ebay with Dell, and always in great condition. I can't imagine scratches will be anything more than aesthetic and small, why not give them a ring before ordering?0

My current laptop is from Dell Outlet. Indistinguishable from new. My friend runs a small computer business, and buys from them all the time. He's never had a problem.
I recommend Dell Outlet0 -
Not really the right forum but I have bought from them and yes, no problem. Found Dell generally very good all round.0

Dell have different grades. Scratch and dent is clearly marked as different than returned orders so you can pcik and choose.0

My current Vostro 1700 was from Dell Outlet and I have never found the supposed scratch yet - this was from their Ebay store - not sure if they are still using this?
Anyway, the speakers have always crackled and sometimes not worked. I eventually went online to the Dell help which is excellent, and a repair man came to my house and replaced motherboard, speakers and audio board all under warranty free of charge, service was great. This is not an umcommon problem and I diagnosed the fault by chance - plugging headphones in out sometimes meant no speakers and wiggling the jack plug brought the speakers back on.0
