Absolutely! I think scramble are happy just to have as many tweets as possible and don't really want to do anything. But, what can they do anyway short of making everyone register with full details. If they ban all the suspects, they can just sign up again with new names and if they spend a week adding followers/following and doing a number of random tweets, no-one would even notice them.
This comp will always be full of controversy.0
