This isn't relevant to your application. Don't phone them, they'll think you're being weird.

I say do phone personnel, not the head of dept or the person who is employing you, and ask if you have been short listed, if not ask why not (don't argue, but listen carefully to what you are being told), if it is delayed ask by how long, ask when the short list is expected to come back form the department. I've even asked how amy people responded to the job spec and how many are on the short list. Ask if there are more job taht have recently become available.

Generally speaking, personnel have no realy say interview choice wise, just do that admin and make sure all is legal. If you do npt pass CBR and other checks then personnel may get much more involved.
