Endowment - Complain to whom ?

I was sold an endowment by a financial adviser employed by the estate agent where I purchased my flat. Can anyone advise if I should complain about the mis-selling to the estate agent or direct to the endowment company, Scottish Provident ?
I did try asking the FSA Helpline but the guy there didn’t seem too sure.

You complain to the advice company. If the financial advisor was a tied rep of scottish provident you would complain to them.
