Under Paid Tax Credits

Hi
I am hoping someone can advise me on this. Some figures are rough estimates because I need to dig out statements etc.
For the last year my wife has recieved per month £40 child tax credits. She is not working dedicating time to children till second child is in school. I earnt approx £26000 last year.
We filled out our forms for this year and returned.
My wife 2 days ago found out that a lump sum has been payed into her bank (£1899) and the tax credits have shot up to £270 per month.
My wife has spoken to a friend who is an accountant and it seems that for the last 8 years we have not received what we are entitled to. The most my wife has received per month was in the region of £70.
What is the best course of action to take concerning this? Since we have been short changed for around 8 yrs!!!
