dad wanting to have contact with daughter

Hi all.
This is about my fiance and his daughter. My fiance had a child to a woman 11 years ago. they where both children themselves, nothing went to plan she refused to let him see her from the day she was born. This woman has played games with him over the years, he has seen the girl about 4 times in 11 years. He obviously hasnt fought for access over the years as he was to childish and immature. Nasty to say but he has grown up and he is not sure how to go about managing to try and see his daughter after all this time. The ex will obviously do her best so he never sees his daughter ever, he has had CSA contact him about a year ago wanting money from over the years from him up until 2008 but then this woman doesnt want anything more from him(confusing to me and my fiance). My fiance's name ISNT on the birth certificate but he is 120% sure this girl is his daughter. Now he is not sure how to go about it all. there is wrong on both sides.
he needs to know the law and his rights if he has any can anyone help him get started?

    Go tot eh Court and get I think it is Form C2 it used to be when I did it anyway.

    Fill it out and get the ball rolling, under the provisions of the Children Act it is deemed to be in the best intrests of the child to have contact with both of its parents.

    In all probability a CAFCASS officer will be asigned to teh case and they will put a report in to the Court, it then goes from there.

    You dont need a solicitor for this, you can do it all your self.
