Maybe omething along the lines of?:

    Re: Vehicle registration mark **********

Following our conversation on xx/xx/2009, I would like to make an offer of £xx to purchase back this registration.

While I cannot afford to offer the full market price to purchase the above registration, I am mindful that you would incur further costs and inconvenience in putting this up for sale yourselves.

I hope therefore that you will be able to accept the above offer.

    Yours...........

    Err............... probably.

But depends how much your OR wants to unload it rather than have all the hassle of arranging for it to be sold themselves.

    Hard to say.

i did try to sell it on ebay for £250 and got no offers last year, plus they would have to pay the DVLA £105 when its sold.

i dont want to be cheeky making a low offer but i only have £40 a month surplus :(
  • offered £20, i'll let u know what happens
