There is nothing in the comp text to stipulate that it is only open to London Residents, so I would assume they would be duty bound to provide the prize to who ever enters and wins?

I don't know the ins and outs of comping as I am still relatively new to it...so I cannot be 100% sure.

It does say: prizes are provided by Bobbin Bicycles. https://www.bobbinbicycles.co.uk.
If they deliver all over the UK then I don't see why it would be restricted.
