Money Conversion

Hi guys,

My query is this,

my daughter had dollars left from vacation last year and went to her bank to convert them into Euros for their vacation in Cyprus this year. She was told that she could not convert the dollars directly into euros and that she had to convert first to sterling and then to euros.This of course incurred charges at each conversion.
Could you tell me if this is legal or is there any way around it?
The Post office quoted the same when she enquired there.

    I don't know if it is legal or not but what I have done in the past is rather than change it here I have taken the different currancy with me and changed it at the next holiday destination. I found it easier than paying the charges here you just pay it once whilst on holiday.
