Sorry Loz but that is utter rubbish. The Data Protection Act has absolutely no relevance to whether you can cancel a Direct Debit or not.
The Direct Debit Guarantee allows you cancel a Direct Debit at any time, but that does not mean that if you signed up to a 12 month contract* that you can cancel it at any time, and it does not mean that you do not owe the magazine company the remaining charges. The magazine company may decide that it is not worth the bother of chasing you for the money, but if they wanted to they could.
*Obviously it must be explicitly advertised as a 12 month contract, otherwise you can cancel it at any time.0 -
