Watchman, Fermi - could this be why the OR mentioned that solicitors had been consulted about it? Obviously it could be potentially beneficial to me for the High Court statement to still be valid!

I suspect that the information to examiners to include child benefit could have been issued as a technical notice update, and would have been issued by the technial team based at HQ in London.
The manuals on the IS website aren't always updated straight away - I understand it's not a straightforward task as lots of sections refer you to others, etc.
Notice High Court Extract was dated April 2008, wonder if there has been a more recent IPO hearing where this was overturned?0
