The agency is trying it on: they seem to think that something is true just because they say it is. They do not sound very professional to me. How ridiculous to say that someone who quotes the HMRC website is misinformed.
The question is, what happens now? I would think about finding another agency.Who having known the diamond will concern himself with glass?

it may be true that she is not the responsibility of the agency, if the agency is simply contracted to supply labour.

Under whose insurance is she covered whilst at work. Are there any insurance certificates up on the walls(maybe canteen)where she is working. Phone them up and ask them if she is covered if she goes blind whilst on the insured premises.

I suspect that both the agency AND the client are probably both right, it probably depends on the contract they have signed with each other.
However remember that it is always easier to force somebody not to do something than it is to force them to do something.

If she submits a timesheet each week to the agency and the agency pay her and deduct NI and tax then she is not self employed. If she was self employed she would be paying her own tax and NI and her wage might be a bit higher too.
The agency, however, has subcontracted her to work for companies who hire their services to provide temporary staff - again the agency is the employer. I think that the agency are trying to pull a fast one.0
