Can't re-enable system restore

I have followed instructions to turn restore on and off in Windows ME, but so far I have been unable to turn it on again. Does anybody know how I can get System Restore back on?
I found I wasn't getting any restore points.because my System Restore was already ticked disabled. So I unchecked the box, but I can't tick OK twice. I have three boxes- OK cancel & apply.
I've tried apply, the OK changes to closed so I tick that. I've tried clicking OK first, and I have redone all this loads of times and it is still disabled. Can anyone help further? Please.
As it is now a different question I have put it as a new thread, I hope this is right. Thanks in advance for any assistance.

To troubleshoot System Restore issues, try one or more of the following steps:
- If you receive an error message that is related to System Restore, always make sure that you first record the error message
and follow the instructions that the error message contains to try to resolve the issue. Most System Restore issues generate
an error message that contains a description of the issue and suggestions for how to resolve the issue.
- Make sure that you have enough disk space on all of the drives on which System Restore is enabled.
- Make sure that the System Restore service is running by using one of the following methods:
- Check in Control Panel:
1. Click Start, click Control Panel, and then click "Performance and Maintenance".
2. Click Administrative Tools, click Computer Management, and then click Services and Applications.
3. Click Services, and then click System Restore Services.
- Open a command prompt window:
1. Click Start, click Run, and then type "CMD" (without the quotation marks).
2. Press the ENTER key, and then type "Net Start" (without the quotation marks) at the command prompt to make sure that
the System Restore service is up and running.
- Make sure that System Restore is enabled on the drives that you want System Restore enabled on.
- Try to run System Restore in Safe mode.
- If you suspect that you do not have as many restore points as you should have, make sure that the data store is the size that
you want the data store to be.
- Check the event logs to investigate System Restore service errors:
1. Click Start, click Control Panel, and then click "Performance and Maintenance".
2. Click Administrative Tools, click Computer Management, double-click Event Viewer, and then click System.
3. Click the Source tab to sort by name, and then look for "sr" or "srservice." Double-click each of these services, and then evaluate the event description for any indication of the cause of the problemEx forum ambassador

Oh dear, There isn't a Performance & maintenance tab, that I can see, so can't do that one.
I don't understand the 'Run' one and I'm too scared to try it, in case something odd comes up and I'll panic if I don't know what to do
I know that System restore isn't working, but it won't restart like it should do.0 -
In the file system properties box the System restore slider is greyed out, presumably because System restore is disabled, so can't try that.
and I shouldn't be short of space as I have 30 gb free.
I'm sorry if I've upset anyone by starting a new post, I wasn't sure what to do0 -
Just had another two goes, and the second time Spybot came up with a message about allowing a change so I said yes and its back!
So thank you very much for your time, even if you did grumble at me!0
