Definition of Maintenance

Is there a legal definition of maintenance?
My children where given pocket money by my absent partner, the council are trying to say it was maintenance.
I have a meeting with them later this week and would like to be able to point out the governments legal definition.
I have found an article on Wikipedia that says
Support monies collected are expected to be used for the child's expenses, including food, shelter, clothing and educational needs. They are not meant to function as "spending money" for the child

    What do you mean by the council are suggesting it is maintenance? Maintenance is no longer taken into account for HB and CTB purposes, so it isn't clear what you mean.

    It is about pocket money received before October last year when they started not counting maintenance.

    Payment for the following:-

    Sky Multi-Room
    Nights out with friends
    Re-decorating the house
    Clothes for for mum
    Latest mobile phone, IPOD, Game system (for mum)
    If any left ....some 2nd hand clothes for child in question

    The council may consider that the money was paid to the children in order to avoid it being taken into account by them as maintenance payments prior to October were counted as income. Why was the money given to the children and not to the PWC as maintenance?
