ruthbridge again. more advice please

OK, we're trying to sort out in our heads how to deal with Ruthbridges letter to us. I've already started a previous thread on the contents of the letter but I'd like some advice now on my course of action.

The letter was basically a Notice before Proceedings letter. It stated that my OH owes a Credit Card debt to Providian who assigned the debt to Cabot who in turn have given it to Ruthbridge.
The debt goes back to when we lived in England but we now live in Scotland and have heard nothing regarding this debt since Nov 03 until now.

Do you think it is best that we ignore this initial letter?

I had been told on another forum that if OH responds that is all Ruthbridge need for proof that a letter of assignment has been received?
If we do not reply can they not start any court proceedings (as threatened) until they can prove he has received the letter of assignment? Or is their proof of postage enough? The letter wasn't registered just bog standard mail.
Also does anyone know whether they would have to use a court near us or one of their choice?

We are already paying of a debt through Ruthbridge so can they use this as proof of address?

Also is Ruthbridge likely to have bought this debt or working on behalf of Cabot?
I would say that the debt will be statute barred by November this year so is that why Ruthbridge are pushing?

I'd appreciate as much help as possible as we're determined that this time Ruthbridge are not going to bully us into anything.
