Natwest Lending Criteria on High Rise Flats

I've received AIP for 90% mortgage from Natwest. Anyone knows if they lend to ex-council flats? Understand that they also limit to buildings no more than 5 storeys. Is ground floor considered 1 storey?

I am interested in an ex-council flat, brick built and 5 floors max, however, if you include the ground floor units, it will be considered 6 floors. Anyone has any insight?

Thanks!
